What is DLT Registration and Why is it Mandatory?
DLT (Distributed Ledger Technology) is a blockchain-based platform introduced by the Telecom Regulatory Authority of India (TRAI) under the Telecom Commercial Communications Customer Preference Regulations (TCCCPR) 2018. It was implemented to curb unsolicited commercial communication (spam SMS), protect consumers from fraudulent messages, and ensure that only verified, registered businesses can send commercial SMS to Indian mobile subscribers.
Under the DLT framework, every business wishing to send commercial SMS — whether transactional, service, or promotional — must register as a Principal Entity (PE) on a DLT portal operated by an Indian telecom operator. They must also register their Sender IDs (Headers) and content templates, and complete a PE–TM Binding Chain linking their business to their registered SMS provider (Telemarketer). Non-registered traffic is blocked by all telecom operators in India.
Failure to complete DLT registration before sending commercial SMS in India is a violation of TRAI TCCCPR 2018. Non-compliant messages are blocked by all telecom operators. Businesses that repeatedly violate the regulations may face financial penalties of up to ₹50 lakhs and permanent blacklisting of their Sender IDs under TRAI's enforcement framework. All commercial SMS — including OTPs, transactional alerts, and promotional campaigns — requires DLT registration.
Overview: The 4-Stage DLT Registration Process
The complete DLT registration process for Indian businesses consists of four mandatory stages that must be completed in sequence before any commercial SMS can be transmitted:
① Principal Entity (PE) Registration
Register your business on a DLT portal operated by an Indian telecom operator. Receive your unique Entity ID (PE ID) upon approval.
② Sender ID (Header) Registration
Register the 6-character alphanumeric Sender ID that will appear as the "From" name on your SMS messages, and choose its traffic category.
③ Content Template Registration
Register every message format your business will use, with variables tagged using the {#var#} syntax. Every template receives a unique Template ID.
④ PE–TM Binding Chain Setup
Link your Principal Entity ID to Fivo SMS as your registered Telemarketer on the DLT platform — the final mandatory step before messages can be transmitted.
You only need to register your Principal Entity on one DLT operator portal. Once approved, your PE registration, approved Sender IDs, and content templates are automatically synchronised across all telecom operator DLT platforms in India (Airtel, Jio, Vodafone Idea, BSNL, Tata, Videocon). You do not need to register separately on each portal.
Step 1 — Principal Entity (PE) Registration
Principal Entity (PE) registration is the first and most important step in the DLT process. It establishes your business as a verified, authorised commercial SMS sender in the TRAI DLT system and assigns you a unique Entity ID (PE ID) — a 13-character identifier in the format TM-XXXXXXXXXX — which you will use for all subsequent DLT registrations.
Choose a DLT Operator Portal
Select any one of the DLT portals operated by Indian telecom operators listed below. All portals are TRAI-authorised and sync with each other upon approval — register on whichever portal is most convenient for your business.
| Operator | DLT Portal Name | Portal URL |
|---|---|---|
| Airtel | Airtel DLT | airtel.in/business |
| Vodafone Idea (Vi) | Vodafone Idea (Vi) DLT | vilpower.in |
| Jio / Reliance | Jio DLT | trueconnect.jio.com |
| MTNL | MTNL DLT | ucc-mtnl.in |
| BSNL | BSNL DLT | ucc-bsnl.co.in |
| Tata | Tata Teleservices DLT | telemarketer.tatateleservices.com |
| QTL | Connect Enterprise Solution DLT | pingconnect.in/entity/signup/Indian |
| VIMPL DLT | Smart Ping DLT | smartping.live |

The following documents are required to complete Principal Entity registration. All documents must be valid, legible, and must match the business details entered during registration.
Mandatory for All Entity Types
- PAN Card — Company PAN or Proprietor PAN (mandatory for all entity types)
- GST Registration Certificate — if GST-registered
- Authorised Signatory ID Proof — Aadhaar Card, Passport, or Voter ID
- Valid business email address and mobile number for OTP verification
- Official business website URL
For Private / Public Limited Companies & LLPs
- Certificate of Incorporation (CIN)
- Memorandum of Association (MoA) or LLP Agreement
- Board Resolution authorising the signatory
For Proprietorships & Partnership Firms
- Shop & Establishment Certificate or GST registration as proof of business
- Partnership Deed (for partnership firms)
For Government & Public Sector Entities
- Government-issued entity certificate or official gazette notification
- Authorised signatory letter on official letterhead
Complete the PE Registration Form & Submit
Visit your chosen operator's DLT portal and complete the Principal Entity registration form. You will be required to enter:
- Business / entity legal name (must match your registration documents exactly)
- Entity type (Private Limited, Public Limited, LLP, Proprietorship, Government, NGO, etc.)
- PAN number and GST number
- Registered business address
- Authorised signatory name, designation, and contact details
- Official website URL
- Business email address and mobile number for OTP verification
Upload all required documents in the formats specified by the portal (typically PDF or JPEG, under 2MB per file). Submit the application and note your Reference / Temporary Entity ID provided immediately after submission.
Await Approval & Receive Your Entity ID (PE ID)
The operator will review your documents and verify your business details. Upon approval — typically within 2 to 5 business days — you will receive:
- Your unique Entity ID (PE ID) in the format TM-XXXXXXXXXX — this is your permanent DLT identity as a Principal Entity
- Login credentials for your DLT panel — where you will register your Headers and Content Templates in Steps 2 and 3
- Confirmation that your PE registration has synced across all operator DLT platforms in India
Step 2 — Sender ID (Header) Registration
A Sender ID — referred to as a Header under TRAI TCCCPR 2018 — is the name or code displayed in the "From" field of every SMS you send. It identifies your brand to the recipient. A Header must be a maximum of 6 characters (alphanumeric for transactional/service routes, numeric for promotional routes) and must clearly represent your business or brand name.
🔢 Alphanumeric Header (6 characters)
Used for Transactional, Service Implicit, and Service Explicit routes. Must represent your brand name — e.g. FIVOSM, HDBANK, SWGGY. Must be unique across the DLT platform (no two businesses may share the same Header on the same route).
🔢 Numeric Header
Used exclusively for Promotional route SMS. Numeric headers are assigned by the operator as a 6-digit number prefixed with an industry code — e.g. AW-652568. You cannot choose a specific numeric header; it is system-assigned.
How to Register a Sender ID (Header) on the DLT Portal
- Log in to your DLT panel using the credentials received after PE approval.
- Navigate to the "Headers" or "Sender ID Registration" section in the dashboard menu. Note: this section becomes accessible only after DLT panel payment is completed.
- Click "Add New Header" and select the Header Type appropriate to your SMS route: Transactional, Service Implicit, Service Explicit, or Promotional.
- Select the Header Category that matches your industry (e.g. Banking, Education, Healthcare, E-Commerce, Retail, etc.).
- Enter your desired 6-character Header name. If your chosen name is already in use, you must select an alternative unique name.
- Set the Header validity period — the duration for which you intend to use this Sender ID.
- Upload any supporting documents required to demonstrate the relationship between your business name and the Header you are registering (e.g. if your Header does not directly match your registered company name, provide a trademark certificate, domain registration, or other supporting evidence).
- Submit the application. The operator will review and approve your Header — typically within 1 to 3 business days.
Step 3 — Content Template Registration
A content template is a pre-approved message format that defines the exact text of an SMS your business intends to send. Every message format must be registered as a separate template on the DLT portal before it can be transmitted. Upon approval, each template receives a unique Template ID that must be submitted with every API call or campaign sent through Fivo SMS.
Dynamic (variable) content within a template — such as customer names,
order numbers, OTP codes, amounts, dates, or URLs — must be represented
using the TRAI-specified variable syntax: {#var#}.
Each variable is limited to a maximum of 30 characters
(including spaces, punctuation, and full stops).
TRAI Template Registration Rules — Mandatory Requirements
- Every template must include your brand name or registered business name within the message content itself — not just in the Sender ID. This is a mandatory TRAI requirement effective from October 2020.
-
Variable fields must use the exact TRAI syntax:
{#var#}. Each variable is limited to a maximum of 30 characters. - As of 1 October 2024, all variables in DLT templates must be pre-tagged according to their intended purpose (e.g. OTP, amount, date, name, URL). Untagged or generic variables are no longer permitted under TRAI's variable tagging enforcement update.
- The number of consecutive variables must not exceed three {#var#} fields in a row without fixed text between them. Excessive consecutive variables will result in template rejection.
- Templates cannot contain more than 30% variable content relative to the total message length.
- Promotional templates cannot include transactional or service content, and vice versa. Each template must match the category of its registered Header exactly.
- CTA (Call to Action) elements — such as URLs, phone numbers, or application download links — must be whitelisted on the DLT portal separately before they can be included in approved templates. Non-whitelisted CTAs will cause message delivery failure.
- Standard SMS templates support up to 160 characters per SMS. Templates exceeding 160 characters will be transmitted as multi-part SMS and billed accordingly (e.g. a 200-character message counts as 2 SMS credits).
- The fixed text in a template must be an exact match to the message content sent — including spacing, punctuation, capitalisation, and character order. Any deviation will trigger template scrubbing and block delivery.
Sample DLT-Compliant Template Examples
Below are examples of correctly formatted DLT content templates for each route type:
Transactional / Service Implicit — OTP Template
Your {#var#} verification OTP for Fivo SMS is {#var#}. This OTP is valid for {#var#} minutes. Do not share this OTP with anyone. — Fivo SMS
Transactional — Order Confirmation Template
Dear {#var#}, your order {#var#} has been confirmed and will be delivered by {#var#}. Track your order at {#var#}. Thank you for shopping with {#var#}.
Service Implicit — Payment Alert Template
Your payment of Rs.{#var#} has been received against invoice {#var#} on {#var#}. For queries call {#var#}. — Fivo SMS
Service Explicit / Promotional — Offer Template
Dear {#var#}, get {#var#}% OFF on all orders above Rs.{#var#} this weekend at Fivo SMS. Use code {#var#} at checkout. Valid till {#var#}. Shop now: {#var#}. To stop, reply STOP.
How to Register a Content Template on the DLT Portal
- Log in to your DLT panel and navigate to the "Templates" or "Content Templates" section.
- Click "Add New Template".
- Select the Header (Sender ID) this template will be used with.
- Select the Template Type — Transactional, Service Implicit, Service Explicit, or Promotional — which must match your Header category exactly.
- Enter your template name (internal reference) and the full template message content, using
{#var#}for all variable fields. - Tag each variable according to its purpose (OTP, amount, date, name, URL, etc.) as required by TRAI's October 2024 variable tagging enforcement update.
- If the template contains a URL or phone number CTA, ensure it has been whitelisted first — or whitelist it at this stage.
- Submit the template for approval. Approval typically takes 1 to 2 business days.
- Upon approval, note your unique Template ID — you will need this when setting up campaigns in the Fivo SMS panel or in your API calls.
Step 4 — PE–TM Binding Chain Setup with Fivo SMS
The PE–TM (Principal Entity – Telemarketer) Binding Chain is the final mandatory step in the DLT registration process. It links your registered Principal Entity ID to Fivo SMS as your authorised Telemarketer on the DLT platform — enabling Fivo SMS to transmit messages on your behalf through compliant routes.
TRAI enforced mandatory PE–TM binding chain scrubbing from 11 December 2024. This means that any SMS transmitted without a valid, mutually approved PE–TM binding chain between the sending business and its telemarketer will be blocked by all telecom operators. Completing this step is therefore critical before any messages can be sent through Fivo SMS.
How to Complete PE–TM Binding Chain on the DLT Portal
- Log in to your DLT panel (the same portal where you registered your PE).
- Navigate to the "PE–TM Chain", "Manage Telemarketer", or "Chain Management" section — the exact label varies by operator portal.
- Click "New Chain" or "Add Telemarketer".
- Enter the Fivo SMS Telemarketer ID for your operator. Contact Fivo SMS at [email protected] to obtain the correct Telemarketer ID for your DLT portal before completing this step.
- Submit the binding request. A binding request is sent to Fivo SMS from your end.
- Notify Fivo SMS — email [email protected] or call +91 9310 189 890 to inform us that you have sent the binding request so we can approve it promptly from our end.
- Fivo SMS will approve the binding from the Telemarketer side on the DLT platform — this is a mutual two-way approval process.
- Once both sides have approved, your PE–TM binding chain status will show as "Active" or "Approved" in your DLT panel.
Common DLT Registration Mistakes to Avoid
The most common cause of message delivery failure is a mismatch between the registered DLT template and the actual message content being sent. Even a single extra space, different capitalisation, or punctuation difference will cause the message to be blocked by template scrubbing. Always copy the exact approved template text into your Fivo SMS panel.
TRAI requires that every registered content template includes your brand name or registered business name within the message body. Templates submitted without the brand name will be rejected.
From 1 October 2024, all variables in DLT templates must be pre-tagged
by purpose. Templates with generic or untagged {#var#}
fields are no longer accepted under TRAI's updated variable tagging
enforcement. Ensure all variables are tagged before submitting new
templates or updating existing ones.
URLs, phone numbers, or app download links included in templates must be whitelisted on the DLT portal before the template can be approved and used. Messages containing non-whitelisted CTAs will be blocked even if the template itself is approved.
Attempting to send messages before your PE–TM binding chain with Fivo SMS is mutually approved will result in all messages being blocked. Complete Step 4 fully and confirm binding chain status is "Active" before initiating any campaign.
Using a Transactional Header and template to send Promotional content — or vice versa — is a violation of TRAI TCCCPR 2018. Route and template categories must match exactly. Misuse of transactional routes for promotional content can result in account suspension and regulatory penalties.
