DLT Template Registration & Mapping — Full Process Guide
Under the Telecom Commercial Communications Customer Preference Regulations (TCCCPR) 2018, the Telecom Regulatory Authority of India (TRAI) requires all businesses, organisations, and individuals sending commercial SMS to register their Sender IDs and SMS content templates on an approved DLT platform before any message can be delivered to customers.
This guide covers two key stages of the DLT compliance process:
- Step 1 — Registering your SMS content templates on the DLT platform and obtaining your approved Template IDs.
- Step 2 — Adding your approved DLT Template IDs into your Fivo SMS panel so your campaigns can be sent compliantly.
DLT portals are managed directly by telecom operators such as Airtel, Jio, Vodafone Idea, and BSNL. Fivo SMS and other SMS service providers do not have access to your DLT account, Entity ID, Template IDs, or template content. All DLT-related registrations, approvals, and changes must be completed by logging in directly to your registered operator's DLT portal.
Best Practices for DLT Template Creation & SMS Traffic Compliance
Follow these TRAI-aligned best practices to avoid message rejection, template rejection, and disruption to your SMS campaigns once DLT template scrubbing is fully enforced by all operators.
1. Ensure an Exact Match Between Your Message Content and Approved DLT Template
- The SMS content you send must be an exact character-for-character match with the template approved on the DLT platform — including spacing, punctuation, capitalisation, and line breaks.
- Even minor differences such as an extra space, a missing full stop, or a changed word order will cause the message to be rejected by the operator's scrubbing system.
- Every template added in your Fivo SMS panel must include the correct Template Name and the exact DLT Template ID as issued on your DLT portal.
- Templates with missing or incorrect Template IDs, mismatched content, or invalid formatting will be rejected and will not be delivered.
- To avoid formatting errors, always copy and paste the approved template text directly from your DLT portal into your Fivo SMS panel — do not retype it manually.
2. DLT Variable Field Guidelines
- The maximum character limit for each DLT variable field is 30 characters (including spaces), as mandated by TRAI and enforced by all telecom operators.
-
If the dynamic value you need to insert exceeds 30 characters,
you must declare and use two consecutive variables during template
registration — for example:
{#var#}{#var#}— giving a combined limit of up to 60 characters. - The variable syntax used in your Fivo SMS panel must exactly match the variable syntax approved in your DLT template.
- The total length of all variable fields combined must not exceed 40% of the total SMS text length.
- Your SMS message must not end with a variable field. A fixed text character or word must always be the last element of the template.
DLT Content Template Registration — Dos & Don'ts
Follow these mandatory guidelines when creating and submitting content templates on the DLT platform to ensure fast approval and full compliance with TRAI regulations.
DOs — Follow These Guidelines
- Transactional and Service templates must have clearly defined fixed and variable sections. Each individual variable field may contain a maximum of 30 characters including spaces.
-
If a single variable value exceeds 30 characters, use two consecutive
variables back-to-back — for example
{#var#}{#var#}— allowing up to 60 characters combined including spaces. - Your registered Brand Name is mandatory for all OTP-related message templates. If your brand name and registered entity name differ, upload supporting proof to the DLT portal to establish the relationship between them.
- All promotional content must be created under a 6-digit Numeric Promotional Header only. Template category selection is mandatory for Service Explicit and Promotional templates during registration.
- Always copy and paste the approved template text directly from your DLT portal into your SMS panel to avoid formatting mismatches.
- Whitelist all Call-to-Action (CTA) elements — including URLs, short links, and callback phone numbers — on your DLT portal before using them in any message template.
DON'Ts — Avoid These Mistakes
- Do not exceed the 750-character total limit (including both fixed and variable sections) when registering any content template on the DLT platform.
- Do not use more than 30 characters (including spaces) in a single variable field. Messages containing variables that exceed this limit will fail delivery at the operator level.
- Do not allow the total length of all variable fields to exceed 40% of the total SMS text. Templates where variable content dominates the message will be rejected.
- Do not end your SMS message with a variable field. Every template must conclude with fixed text content.
- Do not include promotional content within Transactional or Service templates or send promotional messages using Transactional or Service Sender Headers. This is a violation of TRAI regulations and will result in message rejection.
- Do not use non-whitelisted URLs, short links, or phone numbers in your SMS templates. Any message containing a non-whitelisted CTA will be rejected by telecom operators.
Step 1 — Registering SMS Templates on the DLT Platform
DLT registration was introduced by TRAI to eliminate Unsolicited Commercial Communication (UCC), prevent SMS spam, and create a fully traceable and transparent commercial messaging ecosystem across all Indian telecom networks. Every business sending commercial SMS in India — regardless of size or industry — must complete DLT registration before their messages can be processed and delivered.
Complete DLT Registration Process:
-
Step 1: Principal Entity (PE) Registration
Register your business on an authorised DLT platform operated by Airtel, Jio, Vodafone Idea, BSNL, Tata, MTNL, or Videocon. Submit valid KYC documents including PAN, GST certificate, and Certificate of Incorporation (CIN). Once verified, you receive a unique Entity ID. -
Step 2: Header (Sender ID) Registration
Apply for approval of your SMS Sender ID (Header) under the correct message category — Promotional, Transactional, Service Implicit, or Service Explicit. Each approved Header is assigned a unique Header ID. -
Step 3: Content Template Registration
Submit all SMS message templates for review and approval on the DLT platform. Templates must include your brand name, correctly tagged variables, and any whitelisted CTA elements. Each approved template is assigned a unique DLT Template ID. -
Step 4: Template Approval & Template ID Issuance
Once the operator reviews and approves your template, a unique DLT Template ID is generated. This Template ID must be passed with every message sent using that template. Only templates with valid, approved Template IDs will be delivered to recipients.
Only SMS templates that have been approved on the DLT platform and mapped with their correct Template ID in your Fivo SMS panel can be used to send messages — whether through the web panel or via API integration.
Step 2 — Adding Approved DLT Templates to Your Fivo SMS Panel
Once your SMS content templates have been approved on the DLT platform and you have received your unique DLT Template IDs, you must add these approved templates into your Fivo SMS panel before you can send any messages. The message content entered in your panel must be an exact match to the template approved on the DLT platform.
How to Add an Approved DLT Template in Your Fivo SMS Panel:
- Log in to your Fivo SMS panel using your registered credentials.
- Navigate to the SMS section from the main menu.
- Click on Manage Templates.
- Select Add New Template.
- Enter a clear, identifiable Template Name for your reference.
- Enter the exact DLT Template ID as issued on your DLT operator portal — do not modify or shorten this ID.
- Copy and paste the exact approved message content from your DLT portal into the template field. Do not retype it manually as even minor formatting differences will cause delivery failure.
- Click Submit to save and activate the template.
- Once saved, the template status will be visible under Manage Templates. Only templates with an active status can be used for sending SMS campaigns.
After your template is successfully added and active in your Fivo SMS panel, it will be available for use in both scheduled and instant SMS campaigns across all supported routes.
Sending SMS Using DLT-Approved Templates
All messages sent through Fivo SMS — whether via the web panel or the API — must use DLT-approved templates with valid Template IDs. Messages that do not match an approved template will be rejected before reaching the recipient.
Sending via Fivo SMS API
- Your message content passed in the API request must be an exact match to the approved DLT template — including all fixed text, variable placement, and spacing.
- The Fivo SMS system automatically validates your message content against your registered DLT templates at the time of sending.
-
You must pass your approved Sender ID (Header)
in the mandatory
"sender"parameter of every API request. - API requests containing an invalid Sender ID, unregistered Template ID, or mismatched message content will be rejected and return an error response.
- For full API documentation and integration support, visit our Developer API page or contact support@fivosms.co.uk.
Sending via the Fivo SMS Web Panel
- Log in to your Fivo SMS panel.
- Navigate to the SMS section.
- Click on Compose SMS.
- Select your recipient contact group or add individual mobile numbers manually.
- Click Select Template and choose your approved template from the list.
- Review the message content and confirm all variable fields are correctly populated with the appropriate dynamic values.
- Click Send to deliver your message immediately, or use the scheduling option to send at a specific date and time.
As per TRAI TCCCPR 2018 regulations, sending commercial SMS in India without completing DLT registration, obtaining approved Sender Headers, and registering valid content templates is strictly prohibited. Non-compliance may result in:
- Immediate message rejection by telecom operators
- Suspension of your SMS sending privileges
- Financial penalties imposed by TRAI
- Permanent blocking of your Sender ID across all operator networks
