Mandatory for All Businesses Sending Commercial SMS in India Under TRAI TCCCPR 2018

The PE–TM (Principal Entity – Telemarketer) Binding Chain Process is a mandatory regulatory requirement under TRAI TCCCPR 2018 for every business sending commercial SMS in India. What is the PE–TM Binding Chain Process in DLT?

The PE–TM Binding Chain Process is a mandatory compliance step on the DLT (Distributed Ledger Technology) platform, introduced by the Telecom Regulatory Authority of India (TRAI) under the Telecom Commercial Communications Customer Preference Regulations (TCCCPR) 2018.

This process establishes a formal, verified link between a Principal Entity (PE) — which is your registered business — and a Telemarketer (TM) — which is your authorised SMS service provider such as Fivo SMS. This binding must also include any Aggregators or Delivery Telemarketers involved in the transmission of your messages. Every entity in the communication chain must be registered on the DLT platform and mutually bound before SMS delivery can take place.

By completing the PE–TM binding, your business creates full transparency and accountability across the entire SMS communication chain — from your registered entity through to the end recipient. This is a core requirement of TRAI's broader effort to eliminate spam, prevent fraudulent messaging, and protect mobile users across India from unsolicited commercial communication (UCC).

⚠️ Regulatory Notice — Effective 11th December 2024:

As per TRAI's updated DLT enforcement timeline, the scrubbing process for PE–TM chain binding became active on 11th December 2024. From this date, only messages transmitted through a complete, approved, and compliant PE–TM chain will be delivered. Any message passing through an incomplete or non-compliant chain will be scrubbed (blocked) by telecom operators before reaching the recipient.

The registration process for declaring your Telemarketer, Aggregator, or Delivery Telemarketer on the DLT platform was made available from 17th October 2024. If you have not yet completed your PE–TM binding with Fivo SMS, do so immediately to avoid disruption to your SMS communications.

Why is the PE–TM Binding Chain Process Important?

Understanding the purpose and legal significance of PE–TM binding helps your business stay compliant and avoid costly disruptions.

🔓 Establishes a Legally Verified Communication Chain

The binding process creates an official, legally recognised link between your business and Fivo SMS on the DLT platform. This ensures that every commercial SMS you send can be traced back to a verified, registered business entity — a core requirement under TRAI TCCCPR 2018.

🚫 Prevents Unauthorised or Fraudulent Messaging

By binding with only authorised Telemarketers, TRAI ensures that no unregistered entity can send commercial SMS on behalf of your business. This protects both your brand reputation and your customers from fraudulent messages impersonating your business.

📈 Ensures Uninterrupted SMS Delivery

From 11th December 2024, messages from unbound or incomplete PE–TM chains are blocked by operator scrubbing systems. Completing your binding with Fivo SMS ensures your campaigns continue to be delivered without interruption across all Indian telecom networks.

🔍 Full Transparency & Accountability

PE–TM binding provides complete end-to-end visibility across the SMS communication chain — from your registered business through every Aggregator and Telemarketer to the final recipient. This transparency is central to TRAI's mission of protecting Indian consumers from spam and unsolicited communications.

How to Complete the PE–TM Binding Chain Process on the DLT Portal

Follow these steps to bind your business (Principal Entity) with Fivo SMS as your authorised Telemarketer on your DLT operator portal.

  1. Log in to your DLT portal using your registered Principal Entity credentials. Access the portal of the operator you registered with — Airtel, Jio, Vodafone Idea, BSNL, Tata, or Videocon (Smartping).
  2. Navigate to the "PE-TM Chain" or "Manage Telemarketer" section from the main navigation menu of your DLT portal dashboard.
  3. Click on "New Chain" or "Add Telemarketer" to initiate a new binding request.
  4. Enter the Fivo SMS Telemarketer ID for your specific operator. Contact our support team at support@fivosms.co.uk or visit our DLT Registration page to obtain the correct Fivo SMS Telemarketer ID for your operator.
  5. Click "Submit" to send the binding request to Fivo SMS for approval. Your request status will initially appear as "Pending."
  6. Notify Fivo SMS to approve your request by emailing support@fivosms.co.uk with your Entity ID, operator name, and registered business name. Our team will approve the binding request from the Fivo SMS DLT portal.
  7. Log back in to your DLT portal after receiving confirmation from Fivo SMS. Navigate to the PE-TM Chain section and approve the binding from your side to complete the mutual authorisation process.
  8. Confirm the binding status — once both parties have approved the chain, the status will update to "Approved." Your PE–TM binding is now complete and your SMS traffic will be processed through Fivo SMS compliantly.
📌 Important — Do Not Delay:

With TRAI's PE–TM scrubbing enforcement active from 11th December 2024, any delay in completing your binding will result in your SMS campaigns being blocked by telecom operators. Complete your PE–TM binding with Fivo SMS immediately to ensure uninterrupted message delivery.

Approval, Monitoring & Management of Your PE–TM Binding

✅ Mutual Approval Process

The PE–TM binding is a two-way process. Both the Principal Entity and the Telemarketer must approve the binding request on their respective DLT portals. Only after both parties approve the chain will the binding status update to "Approved" and SMS traffic be permitted to flow.

This mutual approval ensures that no Telemarketer can send messages on your behalf without your explicit authorisation — protecting your business from unauthorised use of your Sender IDs.

📊 Monitoring Your Binding Status

You can check the current status of all your PE–TM binding requests at any time by logging into your DLT portal and navigating to the PE-TM Chain section. Binding requests will appear under one of the following status categories:

  • Pending — Awaiting approval from one or both parties
  • Approved — Binding is active and SMS delivery is authorised
  • Rejected / Revoked — Binding has been declined or removed

🚫 Revoking a Binding

If you need to remove an existing binding — for example, if you change your SMS service provider — either the Principal Entity or the Telemarketer can revoke the binding relationship through their respective DLT portal at any time.

Revocation takes effect immediately. Once revoked, the Telemarketer will no longer be authorised to send SMS on your behalf and all traffic through that chain will be blocked by operator scrubbing systems.

FAQs — PE–TM Binding Process

Is the PE–TM binding process mandatory for all businesses?
Yes. As per TRAI TCCCPR 2018, every Principal Entity (PE) that sends commercial SMS in India must complete the PE–TM binding process to declare and authorise their SMS service provider (Telemarketer) on the DLT platform. Without this binding, your messages will be blocked by operator scrubbing systems effective 11th December 2024.
What is a Principal Entity (PE) in the DLT context?
A Principal Entity (PE) is any business, organisation, government body, or individual that owns and sends commercial SMS communications to customers in India. The PE is the registered owner of the message content and the Sender ID (Header) used to send those messages.
What is a Telemarketer (TM) in the DLT context?
A Telemarketer (TM) is a TRAI-registered SMS service provider, aggregator, or technology platform that sends commercial SMS on behalf of a Principal Entity. Fivo SMS is a registered Telemarketer on all major DLT platforms in India, authorised to process and deliver commercial SMS for registered businesses.
Can I bind with more than one Telemarketer?
Yes. A Principal Entity can bind with multiple Telemarketers, Aggregators, and Delivery Telemarketers on the DLT platform if needed. Each binding must be individually approved by both parties. However, each Telemarketer you bind with will only be authorised to send messages using your approved Sender IDs and registered templates.
How long does the PE–TM binding approval take?
Once you submit the binding request on your DLT portal, Fivo SMS will typically approve the request within 1–2 business days after you notify us at support@fivosms.co.uk. You must then log back into your own DLT portal and approve the chain from your side to complete the binding.
What happens if I don't complete my PE–TM binding?
From 11th December 2024, TRAI's scrubbing system will block all SMS messages from PE–TM chains that are incomplete, unapproved, or non-compliant. This means your SMS campaigns will fail to deliver to recipients — regardless of whether your templates and headers are DLT-approved. The PE–TM binding is the final, essential step in the compliance chain.
Can I revoke or change my Telemarketer binding?
Yes. Either the Principal Entity or the Telemarketer can revoke an existing binding at any time through their respective DLT portal. If you wish to change your SMS service provider, revoke the existing binding and initiate a new binding request with your new provider. Revocation takes effect immediately and all SMS traffic through the revoked chain will be blocked.
Do I need to complete PE–TM binding on every DLT operator portal?
You only need to complete the PE–TM binding on the DLT portal of the operator where you originally registered your Principal Entity. Since DLT registrations and approvals are synchronised across all operator platforms in India, your binding will be reflected across the network automatically. However, if you are unsure, contact our support team for confirmation.
I submitted my binding request but the status still shows "Pending" — what should I do?
If your binding request has been showing as "Pending" for more than 2 business days, please email our team at support@fivosms.co.uk with your Entity ID, operator name, and the date you submitted the request. Our compliance team will check the status on the Fivo SMS DLT portal and approve or escalate the request as required.
